This supplementary submission supports Petition No. 2633/2025 currently under examination by the Committee on Petitions of the European Parliament.
The submission concerns the systemic disclosure of personal data of former vehicle owners in vehicle registration practices within several Member States.
The issue raises concerns regarding compliance with core provisions of the General Data Protection Regulation including:
- Article 5(1)(c) GDPR – data minimisation
- Article 5(1)(f) GDPR – integrity and confidentiality
- Article 6 GDPR – absence of a valid legal basis
- Article 25 GDPR – data protection by design and by default
The disclosure of ownership histories may lead to discrimination, economic harm and potential security risks affecting European citizens.
The submission requests that this supplementary analysis be formally attached to Petition No. 2633/2025 and taken into account during the parliamentary examination.
