Annex 3 – Incident Qualification Matrix

This document forms part of a broader legal submission concerning recent geopolitical developments and alleged military operations involving the United States, Israel and related actors.

The annex establishes an analytical matrix linking reported incidents to potential violations of international law and international criminal law. The purpose is not to determine guilt but to identify legal questions that may require independent investigation.

The document has been submitted to several international institutions including the United Nations, the International Criminal Court (ICC) and NATO as part of a request for investigation, evidence preservation and legal review.

The analysis is based exclusively on open source information and follows verification standards commonly used in international fact finding missions.
